Community Cars Inc. plans to move into the Texas Center on Picadilly Court in PFLUGERVILLE and begin manufacturing and distributing a line of small, bright yellow electric vehicles for people in wheelchairs. ,,,,,  Community Cars merged with Kenguru Services, based in Hungary. The vehicle, called the Kenguru, has a 60-mile range and can reach speeds of up to 25 miles per hour. Emerson Process Management assists various industries with automating their production, processing and distribution operations. Those industries include chemical, oil and gas, refining, pulp and paper, life sciences, and other industries. Emerson has purchased property at 1100 W. Louis Henna Boulevard in ROUND ROCK and will move 750 employees from Austin. Emerson said it plans to create another 125 positions over the next three years, bringing the office's total to 875 workers. South Bend, Indiana-based Lock Joint Tube Inc., a steel tubing manufacturer with a manufacturing facility in TEMPLE, will soon add 74,375 square feet to its Temple facility. The expansion is part of plans to spend $2 million upgrading the plant. The company also plans to hire up to 15 new workers. Lock Joint Tube sells steel tubes to automotive, office furniture, health care, exercise and display fixture makers, among others. Pactiv Corp., headquartered in Illinois, will invest $8.3 million and create 100 jobs when it expands a manufacturing facility in TEMPLE. The food service and food packaging company said the expansion will enable the company to launch a new product line. The facility currently employs about 700 people. About 86 of the new positions will be full time. The expansion includes installing 12 more manufacturing lines for waste bags, primarily for Hefty and other private brands. UPDATE: GE Transportation announced in May 2011 that it plans to spend up to $96 million to renovate the 900,000-square-foot building on SH 114, west of I-35 in FORT WORTH. The Fort Worth City Council approved a ten-year, 85 percent tax abatement on incremental real and personal property taxes. The proposal also includes waiving associated fees for the project and is worth up to $3.3 million. GE Transportation plans to modify the existing 670,000-square-foot distribution center located at 12850 Three Wide Drive, to a 900,000-square-foot locomotive manufacturing facility.   Georgia-Pacific Chemicals plans to increase its manufacturing abilities at its facility in LUFKIN. The expansion will increase the production of resins that are used in the oil and gas industry. The company will be able to support the growing demand for resins that are used to coat proppants. The coated proppants have extra strength and the ability to resist harsh operating environments. Over the past few years, hydraulic fracturing has seen a major growth and this drives the demand for resins for proppant application.  Steelway International LLP, a manufacturer of light gauge steel roof and floor trusses, will consolidate its El Paso-area, Austin, and Canton operations in ATHENS, where it will create about 30 jobs. The light gauge steel trusses Steelway makes are used primarily for roofs in all types of commercial buildings — hotels, schools, banks, retirement communities, military barracks. Steelway is expected to begin operations in Athens in the summer of 2011. Steelway, which sells trusses in 28 states and internationally, will lease an existing building containing 16,000 to 17,000 square feet on 3 or 4 acres of land at 1720 Enterprise in the city’s industrial park off Texas Highway 31. The company will consolidate its current satellite sales office from Austin, its manufacturing and fabrication operations from a suburb of El Paso, and its design and engineering offices from Canton. Initially, Steelway will employ from 28 to 32 persons, of which about 18 will be hired from the East Texas area. Ultimately, it hopes to employ more than 100 persons and could build a new, larger facility for itself in Athens. The Athens City Council unanimously approved a $182,000 performance-based incentives package for Steelway International LLP to relocate in the town, with the incentives to be provided only if the company meets set performance requirements. The performance agreements allots a $60,000 renovation/moving incentive if Steelway has a minimum of 10 employees at the end of its first year in Athens; a two-year $42,000 equipment loan that will be forgiven 50 percent each year, and $80,000 job creation incentives over a three-year period. If the company defaults on the performance agreement, it will be required to pay 100 percent of the principal of the loans and accrued interest. UPDATE: Bland Distribution Services (BDS)
, DONNA, has expanded its cold storage and dock areas. Construction on the distribution center began in January 2008 and opened in November 2008 as a cold storage and distribution center for fresh, frozen and dry goods. BDS specializes in consolidating loads, layer picking shipments, reconditioning/repacking and quality assurance inspections in addition to other quality services. After unprecedented growth in just 2 years, a decision was made to expand the BDS cold storage space. That expansion has recently been completed and BDS now has 100,000 square feet of cold, dry, packing, dock and office space.  Cold storage space is divided into eight separately controlled areas with a 3,100 pallet position capacity. Each area incorporates Airo-cide technology, an air filtration and anti-ethylene gas system, and state-of-the-art refrigeration computer controls. The expansion included an additional six refrigerated dock doors bringing the total to eleven doors. BDS also has six dry docks.

The Butler Weldments Corporation, a supplier of custom steel fabrications and machining, is opening a new facility in the McAllen MSA area. Butler Weldments manufactures fabrications in the U.S. and Mexico for a variety of industries including power generation, national defense, construction, petrochemical, mining and various original equipment manufacturers (OEM’s). This new facility, located in the PHARR industrial park, will be its third location and will be a combination warehouse, office space and manufacturing facility dedicated initially to servicing their plant in Rio Bravo, Mexico. Planned processes to be offered at this location include blasting, painting, saw cutting, plasma cutting, beveling and small machining. These services will be provided to the plant in Mexico, the corporate headquarters in Cameron, Texas, and other potential clients. Caterpillar Inc. (CAT) has announced that it will expand its plant in VICTORIA that is now under construction. The state-of-the-art, 850,000-square-foot manufacturing facility will be expanded by an additional 200,000 square feet at an added cost of $70 million. The facility will more than treble its existing capacity of hydraulic excavators and will include the addition of selected fabrication manufacturing for excavator production. Caterpillar had earlier announced plans to build this 850,000 square foot operation for $130 million in August 2010. Construction began on the facility in September 2010 and is expected to commission in mid-2012. Currently, in the U.S., Caterpillar produces two excavator models at a facility in Aurora, Illinois. The Texas facility will manufacture seven excavator models. In addition, the facility will produce selected fabrications for the excavators that will be assembled in this new facility. Peoria, Illinois-based Caterpillar Inc. is the manufacturer of construction and mining equipment, diesel and natural gas engines, and industrial gas turbines.  When the Victoria plant comes on line, it will provide 600 jobs for the region. KAZAM
signed a lease in April 2011 for 20,000 square feet of manufacturing and warehouse space in the industrial zone of MCALLEN where they will be providing manufacturing processes such as powder coating (5-stage wash line) and silk screening. KAZAM’s parent company, KARLEE, is headquartered in Garland and this site will be the 5th plant under the KARLEE umbrella. In addition, KARLEE has a manufacturing facility already in McAllen where they have sheet metal manufacturing and stamping. This new division, KAZAM will enhance KARLEE’s ability to provide extended services for their product. KAZAM’s investment of approximately $1 million will ultimately generate 25 jobs in McAllen once it is in full operation, expected to be by the end of 2011.

M&G Group
, an international PET resin manufacturer, has chosen to locate two plants in CORPUS CHRISTI. One of the two plants will make about 1.1 million tons of PET. The second facility will produce about 1.3 million tons of PTA, the primary raw material used to make PET. This expansion is expected to create at least 250 direct jobs at the facilities, and generate approximately $900 million in capital investment. Construction of the plants could take about 30 months, with building activity generating about 3,000 jobs. The plant should open in 2014. M&G Group is a chemical engineering and manufacturing group headquartered in Tortona, Italy. The company operates in the PET resin industry through its wholly-owned holding company Mossi & Ghisolfi International S.A. (M&G International). M&G International is a producer of PET, a thermoplastic resin used to package soft drinks, pharmaceuticals, fresh and frozen foods and personal care products. M&G had a production capacity in 2010 of approximately 1.6 million tons per annum. M&G stated that they chose Corpus Christi because of the service and supply efficiencies present, including six refineries and paraxylene production in the area, as well as the excellent port infrastructure that allows marine access to most of the PTA/PET facility's key raw materials. The company must now choose a specific location in town and seek permits ahead of the anticipated 2014 completion date. The facilities will join a plant in Apple Grove, West Virginia, and plants in Brazil and Mexico as part of the company’s presence in the Americas.

UPDATE: Santana Textiles,
a Brazilian denim manufacturer, has completed development of its 33-acre facility in EDINBURG. The new plant will house the company's spinning and weaving operations and storage warehouses. The Edinburg facility will be Santana Textiles' largest, and will produce high quality denim lines for fashion designers.
The manufacturer hosted a job fair at the Edinburg Chamber of Commerce in order to fill 20 positions for licensed electricians, mechanics, forklift operators and other entry-level jobs. The positions will join a core management team already in place as the manufacturer waits for European manufacturers to deliver the high-tech equipment used to produce rolls of denim. Delivery of the equipment is expected in mid-July 2011. The company, which announced in 2008 that it was establishing its first U.S.-based plant in Edinburg, expects to hire up to 120 employees by the end of 2011 to meet requirements for state incentives. When the factory’s first phase is completed in March 2012, Santana Textiles expects to have more than 300 local employees. The company plans to build the facility in four phases consecutively with an estimated finish in 2015. The company’s spinning facility could be operational by August 2011 once the equipment is in place. The equipment is so large that the building must be constructed around it. California-based Chevron Corporation has purchased a 50-story, 1.3 million-square-foot office tower in downtown HOUSTON. Chevron had been leasing the former Enron office tower that is located at 1400 Smith Street. Chevron already owns another former Enron building and parking lot at 1500 Louisiana Street. The two buildings are connected by a skybridge. Chevron also has renewed a lease for 311,000 space it leases in nearby Continental Center I, located at 1600 Smith. Headquartered in Falls Church, Virginia, Curtiss-Wright Flow Control Company specializes in the design and manufacture of highly engineered valves, pumps, motors, generators, electronics, systems and related products for the commercial nuclear power industry, oil and gas processing facilities and a range of critical military programs. Curtiss-Wright has completed construction of its $36-million, state-of-the-art manufacturing facility in Chambers County. The CEDAR CROSSING facility builds large vessels and equipment for the refining and petrochemical industries and supports production of large valve products for the severe service process industries. Construction on the new facility began in September 2010. The facility houses some of the most modern machining and fabrication equipment available in the industry and has already booked $17 million in new orders. The new facility covers over 12 acres of property and includes a 118,000-square-foot manufacturing area.  Key features include one of the largest, fully enclosed blasting and paint facilities in the U.S., refractory installation, superior material handling and convenient barge transportation. Exxon Mobil Corporation, headquartered in Irving, will develop a new "office campus" near Interstate 45 and the Hardy Toll Road in SPRING on a 385-acre wooded site where it will consolidate many of its 14,000 employees who work in the Houston area. It will not move its company headquarters from Irving, nor will it move its Fort Worth-based XTO Energy subsidiary. There are about 400 headquarters employees in Irving and 1,100 XTO employees in Fort Worth. The new complex will contain multiple low-rise office buildings, a laboratory, conference and training centers, and facilities such as child care, a wellness center and other employee amenities. The campus is designed to accommodate about 8,000 employees, and will allow for expansion in the future. Cost or square footage was not released by Exxon Mobil. Exxon said it expects that most employees working in its Houston Upstream (oil and natural gas exploration and production) head office activities, along with Exxon Mobil Chemical Co. and various staff support services, will be based at the new campus. Currently, Houston-area employees are at several locations, including the Greenspoint office development, downtown and sites along the Katy Freeway and Buffalo Speedway. The new facility is located on the east side of El Paso. Grayling Industries is a North American manufacturer of specialized flexible film products for industrial applications. Village Farms International, Inc.  is expanding its operations in Texas, with year-round production of food crops at the new MONAHANS hydroponic greenhouse that is expected to begin operations early in 2012. The greenhouse will employ 80 to 100 people and cost $42.0 million. The initial phase of the Monahans greenhouse will cover about 30 acres. Village Farms plans to expand the greenhouse to 120 acres, after subsequent building phase. Monahans will be Village Farms' fifth greenhouse in Texas. It will use proprietary technology that has been used during the previous four years in Marfa. Village Farms, headquartered in Vancouver, Canada, is a producer of greenhouse-grown tomatoes, bell peppers and cucumbers. In addition to Texas, it operates in British Columbia.
